How to draw a effigy which is a large circle containing many differently sized circles?

Hi

I read an article nearly metagenomics, and Figure 2 in this article is very wonderful and informative.I also take like data， but I don't know what tools and methods can exist used to achieve this figure. Particularly what tools can exist used to draw those circles that represent phylum of the figure?
